Coughing and spitting in public was banned
It was pretty easy to understand that there was a need to maintain absolute cleanliness for the well being of the masses. And as the disease spreads even by contact, the cities banned people from spitting and coughing in public. As the air was the best medium of germs transfer, people were advised not to interact with each other. Violators of the given order were charged with a fine.
Moreover, in cities like New Castle, the violators were also supposed to serve jail time along with charges. This also provided a bit of control over the pandemic. Since the outbreak of COVID-19, everyone is advised to cover their mouth with a tissue while coughing and sneezing.
